I also added lots of pedestrian spawn points besides the highway, especially visible in the city sections towards Copenhagen. You will also see people walking around at the border crossing between Denmark and Germany and at the entire Harbour Freeroam area of Hamburg.

Just drag & drop zip file in Content Manager, it will automatically install the pedestrian files in all layouts of the track (Denmark & Hamburg).
